If I unplug my charger and then plug it back in, it will charge normally for a few seconds (with the battery icon performing its normal animation, depicting the filling up of the battery), and then it will quit charging (with the battery icon showing that it's plugged in but still, so it's not depicting that the battery is filliing up) and the battery charge will either not change or go down. Right now, I no longer received the "Plugged in but not charging" message however, when I plug in, it will say (plugged in, charging), but the charge will not go up.
